At least 320 000 family farmers in eight regions in the southern and central-eastern part of Madagascar: Androy, Anosy, Ihosy, Matsihatra Ambony, Amoron'i Mania, Atsimo Atsinanana et Vatovavy Fitovinany, will benefit from the opportunity provided by the "Programme de Développement des Filières agricoles Inclusfis" (DEFIS). This is a programme of the Malagasy Government under the supervision of the Ministry of Agriculture, Livestock and Fisheries, launched on 4 December 2019.

The main objective of the 10-year DEFIS Programme is to sustainably improve the income and food and nutritional security of vulnerable rural people. The total cost of the program amounts to US$250 million, of which US$117 million is provided by the International Fund for Agricultural Development (IFAD), and is co-financed by the Malagasy government, the African Development Bank, the OPEC Fund and the beneficiaries of the program.

The DEFIS Programme has three well-defined components. First, improving the productivity and resilience of agricultural and livestock production systems. Second, the development of value chains and third, institutional support and coordination of the Programme.
