Red eyes are a sign that this organ of vision is diseased. Redness of the eye means that blood is circulating inside the eye. Eyes are sensitive, and if there's a suspected case, it's always advisable to go to the doctor. The structure of the eye is made up of six thin layers of flesh and blood vessels, and this is the area where the blood vessels break or swell. Causes of the disease: air and environmental pollution, looking at the "screen" for too long, not using eye protection when doing work that damages the eyes, lack of sleep...
The authority required by the moral order comes from God and must always seek the common good. Thus, if the ruler happens to make laws or take measures contrary to this order of conduct and not in conformity with God's will, these measures cannot bind conscience.
